Was born on January 5, 1950 in Stepanakert, Artsakh.

Education

In 1967 finished Numer 3 Middle School in Stepanakert.
In 1967 he entered National Polytechnic University of Armenia and in 1969 moved to Saratov State Socio-Economic University, in 1973 graduated from there and got the profession of an engineer and an economist.

In 1973-1975 worked at the regional financial corporation of Nagorno-Karabakh Autonomous Oblast.
In 1975-1978 he was the head of region financial corporation.
In 1978-1980 he was an instructor then the vice-president of Regional Executive Committee.
In 1983-1987 he was an HR at Regional Executive Committee.
In 1987-1989 he was the director of the shoe fabric of Stepanakert.
In 1989-1992 he was the main director of NKR department of domestic service.
In 1992-1993 he was the Minister of Economics of NKR.
In 1995-1997 he was the director of permanent committe of external relations of NKR National Assembly.
In 1997-1998 he was the Deputy Minister of Foreign Affairs.
In 1998-2000 he was the vice-director, director of Stepanakert municipal economics, officer of the Mayor deputy.
IN 2000-2004 he was the director of the shoe fabric of Stepanakert.
In 2004-2005 he was the president of permanent committee of NKR National Assembly.
In 2006-2007 he was the Minister of social safety of NKR.
In 2008 October 1 he was appointed as the director of "Metaks" Joint-stock company.
In 2010 February 1 he was appointed as NKR Ministry deputy of foreign affairs.
In 2011 July 7 he was appointed as an officer of NKR Ministry of foreign affairs.
In 2012 September 25 Advisor of NKR President-Permanent Representative of NKR President and NKR National Assembly.
IN 2016 March 30 he was appointed as a representative of NKR President.

He was appointed as a Minister of the first, second and third assembly, minister of regional and municipal council.
Member of Directors' Council and "Krunk".
