Was born on May 8,1946 in the capital of Soviet Armenia,Yerevan.
Education
- In 1970 finished the Yerevan State University.

- Was a headmister at NAS RA psychological laboratory of issues in 1984-1989.
- Was a people's deputy of USSR in 1989-1991.
- Was the chief specialist of Russian Federation's constitutonal commision in 1991-1993.
- Was the president's substitude of Central Elective Commision of Russian Federation, simultaneously the undertaker and respondent secretary of the state optimering plan in 1993-1997.
